38TH FLEET f. TASK FORCE ARGO, f. SECTOR COMMAND
Starfleet, United Federation of Planets
38th Fleet ARGO's mission is to support Starfleet with forward deployed forces that are ready to support scientific and exploration missions as well as act to maintain the security of Federation space.
* We are Starfleet's primary security assurance in this sector. We will provide ready forces to secure our region as well as deploy forces throughout Federation space and areas of interest to support Starfleet missions.
* We are on the scientific and exploration frontier for the Federation. It is the desire of this command to make science and exploration the pinnacle of all of our operations, with the understanding that security may sometimes override this desire.
* We are ambassadors of the Federation. Our efforts in this area will be foremost considered in all decisions made with both new encounters and previously established relationships.
* We will be an organization exemplified by decisive action, innovative thinking, and a culture of professionalism and integrity.
The start of the 25th Century has been defined by conflict and unrest. While the Federation and the Klingon Empire engaged in a long and brutal war, internal conflicts raged throughout the Romulan space and led several colonies to declare independence, sparking a civil war between the fractured yet combative Star Empire and the fledgling Romulan Republic.
After a surprise attack on both Earth and Qo'noS by the Undine, and the revelation that these shape-shifting enemies had infiltrated and manipulated both factions, a hasty cease-fire was called in order to combat the new, greater foe. Before long, the Romulan Republic had joined this Alpha Quadrant Alliance and the three powers together were able to overcome the Undine threat. However, the true test was still to come.
Never before had the galaxy faced a threat like the one posed by the Iconians. After decades of planning and subtle manipulation, their invasion was swift and devastating, quickly pushing the Alliance to its breaking point. The Iconians' ability to project force proved overwhelming, and over the course of mere months, Federation, Klingon, and Republic forces were pushed back to the brink of defeat. Despite the assistance of nearly every major power in the Alpha and Beta Quadrants, the war seemed lost. During the battle for Sol, by all accounts a hopeless last stand for the Alliance, Iconian forces suddenly and inexplicably withdrew from combat. All across the galaxy, the Iconians abandoned their battles and retreated to their home system. If the circumstances of the war's end are known, that information remains tightly classified at the highest levels of government, and for most of the galaxy's inhabitants, this remains one mystery happily left unsolved.
Following the Iconian withdrawal, a shaky truce has prevailed. Though numerous smaller threats remain, a harsh decade of warfare has whittled down proclivity for large-scale hostilities. Instead, the powers of the galaxy are once again shifting focus towards exploration and discovery. The political situation is tenuous, but diplomats in the Federation are optimistic about fostering a lasting peace. With conflict in its past, the Federation and its allies looks towards the future.
DEEP SPACE STATION 13 38TH FLEET OPERATIONAL HEADQUARTERS
Aldebaran Sector, Beta Quadrant
Deep Space 13 is a major Starfleet facility in the Aldebaran Sector of the Beta Quadrant, currently in service as the headquarters of the 38th Fleet.
DS13 is fully equipped and staffed by some of the best that the Federation has to offer. In addition to the latest operational and defensive systems, DS13 offers top notch engineering teams, a busy drydock, and state of the art science and medical facilities. Extensive diplomatic and R&R amenities round out the station's impressive array of resources.
In the wake of disintegrating relations between the Federation and the Klingon Empire, Starfleet Command was beset by an overwhelming need to protect Federation assets and interests near the Neutral Zone. Numerous operating units were deployed to the border and one in particular, known internally as 'Sector Command', was led by Admiral Rhena Nexian and frequently saw marked success in their defense against Klingon incursions.
Impressed by the combat unit's effectiveness, Starfleet Command reflagged the battlegroup as 'Task Force Argo' and permitted Admiral Nexian to expand its ranks. As the Task Force's numbers grew, so did their responsibilities, though their general area of operations never strayed far from the Neutral Zone.
To further reinforce and solidify the Federation's presence in the sector, Starfleet authorized the construction of a new Federation starbase in the vicinity of Deep Space K-7, to act as a primary hub of operations for both the older space station and for the Task Force in general. It was shortly after the newly designated Outpost Argo was established that Admiral Nexian chose to accept a liaison position with Starfleet Command and formally passed on her role as Task Force commander to Captain R'zo-vek, assigned as the task force Commodore.
Task Force Argo's primary mission of keeping the Klingon threat at bay underwent the greatest strain during this period, as a Klingon Empire battlegroup known as Strike Force Kargas began to rise in both notoriety and aggressiveness. In the aftermath of some exceptionally difficult losses dealt by the ruthless Kargas fighters, Commodore R'zo-vek's disillusionment with Starfleet Command's rigid methods grew beyond his ability to contain, resulting in the sudden desertion of his post.
Suffering from a string of defeats, both external and internal now, Commodore Randall Ashworth was appointed commander of the Task Force and worked steadily with its officers to get back on track and Argo began to regain their reputation with more operational successes. In time, reaching a formal ceasefire with the Empire allowing Argo to massively broaden their scope of enterprises to include exploration, disaster relief, diplomacy, colony support, and many others.
With the threat of Iconian War on the horizon, Starfleet Command recognized Task Force Argo's many accomplishments and chose to transition the Task Force, already sizable in terms of numbers, to a full-fledged Fleet. Vice Admiral Rilem Celes was appointed to assume command, relieving the newly-minted Rear Admiral Ashworth. Under Rilem's leadership, the new 38th Fleet weathered the Iconian conflict and achieved numerous other milestones, such as expanding the formal diplomatic ties with the Romulan Republic and establishing a Starfleet Academy Annex aboard Deep Space 13.
After the Iconian ceasefire, the fleet transitioned to a period of exploration. Command was transferred to Vice Admiral Ashkeph in late 2415 as the fleet began concentrated expeditions into the newly defined Kelterre and Doza sectors, while never forgetting their broadly defined purpose mission of support and defense in the Alpha and Beta Quadrants.
Officers within the organization continue to use, with great affection, the moniker 'Argo'.
